shut down is restart

Hi I have win 2000 (Not a laptop). When I select shut down the machine
restarts so I have to wait till BIOS screen appears and then power off
to properly shutdown.

Problem existed did some windows updates
problem disappeared would shut down
more windows security fixes and problem has reappeared.

Do not know what patch fixed prob and what reintroduced it.

Its v.annoying..

Any ideas??
