shut down does not respond

Try shutting it down in safe mode and see if that works. If it does, you
may have a third party application or service that is not entering sleep
mode correctly. You can use msconfig from Windows XP to troubleshoot the
services if it is available to you:

restart.

Same problem. Formatted and installed 2000 with no other
apps loaded and still shuts down and reboots on the
shutdown command.
