Shut Down Button Missing

For the life of me I cannot understand this, but I went to
shut down my computer and the shut down button is not on
the start bar! I can't even shut down using task manager
because the button is "shaded" off. What can I do to
restore the shut down feature?

I have re-installed windows using the upgrade feature
trying to avoid a clean re-install, but that did not
work. Any help would be appreciated!

You must have set the local security policy at some stage!

Run gpedit.msc, navigate to "User Rights Assignment", then
change the policy that allows or denies users to shut down
the system.
