I have C drive as 75gb partition (shrunk from 150gb). I plan to use
only 35Gb for C partition but Vista will not let me shrink it further.
How can I do this please?

Turn off System Restore.

The built-in shrink utility will be able to decrease the partition size till
it bumps against the first unmovable/locked system file.

If you want to decrease the partition further you will need a 3rd party Disk
Management tool. I use Acronis Disk Director suite. The latest posted
version is 100% Vista compatible. After installing the program, create the
emergency CD. Reboot the computer and boot up with this CD. Do your
partition work from there. You will not be hampered with locked files.

Yes, and the first unmovable and locked part of the system will be very
probably a hidden space used by System Restore service. Turning it
(temporarily) off can help in partition shrinking. Just check it using
diskpart ==> shrink querymax command. It's not expensive test, in
contrary to Acronis price :).

BTW we can also shrink partitions running diskpart command from Vista
setup DVD, in this way avoiding occurence of locked files.
