show zero as dash

I have some cells which show 0 as a number and others as a
em dash, "-". I am trying to make the whole sheet display
zero as the dash. Going to Format, cell, number doesn't
do it. Thanks.

1. Ctrl+A.
2. Ctrl+1.
3. Click Number tab, Custom, and type in:
General;General;"-";@

Perhaps you have formatted the em dash numbers as Accounting?
