Show Tools menu after turning off in Startup options?

Is there any way to get the default menus back after unchecking the "show
menus" checkbox in the Startup options?

If you open the database while holding down the Shift key, all startup
options, amcros code etc. are ignored, so you'll get the full menu back and
you'll be able to change the settings.
