should allow blocked email addresses to be deleted directly

Under Options/Preferences/Email/Junk Email, there is an option to delete all
suspected junk email directly. I believe there should be an option to
directly delete only blocked email addresses. Some email that may not be
junk email may slip into the junk email folder, but if a user is blocking an
email address, he/she is usually sure that address is the source of unwanted
email.

It is unnecessary effort to block an email address and then have to delete
those messages from the Junk Email folder. But I would like to be able to
check the Junk Email folder for unblocked addresses that may have slipped in
there by mistake.

set up a rule to delete all mail except from senders in your contacts.
That's what I do........
