Shortcuts with a red question mark overlayed

I am running Windows 2000 Professional. When I create a shortcut anywhere on
my pc I get a red questionmark overlayed on the icon.

This does not solve my problem. It is not the small arrow on the shortcut
that I want to change. I am getting a very large red question mark on top of
my icon. Also if I go into the control panel, administrative tools every
icon in this window has the question mark on top of it.
 
Control Panel|Display|Appearance|Advanced and try changing the icon size by
one, apply changes, then go back in and change the size back. This should
cause the operating system to rebuild the shelliconcache file which may be
in a corrupted state.

Failing this it may be the work of some malware/spyware/virus.
