Shortcuts does not work

Hello, when i doubleclick on a word-document icon on the
desktop or in any folder, word starts up but an error
message is displayed "An error occured when the command
were sent to the program"

I get this error also for Excel, Access.

When i try to click on Start/settings/controlpanel the
same error occours followed by "Access to the specified
device, path, or file is denied."

I have looked on Q172223 but this does not solve the
problem.

That doesn't sound like a shortcut, but rather file association.

Just for grins try right-clicking a document and select "open with", check
"Always use this program to open these files" and select or browse to word
to restore the association.

I hope that works.
