This is the easy way, without needing to know the ClassID:

Start -> Run -> Explorer (make sure Explorer isn't maximised, so you can see
part of the desktop)

Expand "My Computer" so you can see the "Control Panel" node.

"Click and drag" the Control Panel icon onto an empty area of your desktop.
Now you have a shortcut to the control panel that you can cut-n-paste
anywhere you like.

Right click the Start button; Properties, click Customised and on
Advanced make sure that Control Panel is selected as 'show as a Link';
*not* as a menu.

Then open the Start and right drag Control Panel from it to the
desktop, taking 'Create Shortcut'. And then r-click that and rename to
taste
