Shortcut keys not working on Reports

On my forms and reports, I use the command button "Caption" to specify a
shortcut, e.g., Opt&ions. The Alt-letter combinations work on the forms, but
not on the reports.

The report is displayed in Report View, not Print Preview.
The button is in the report header.
The letter following the ampersand (&) displays as underlined.
Clicking the button with the mouse works.
Using the Alt-letter causes the button to appear selected, but the click
event code does not get control.

Your help is appreciated.
