Right-click an empty space on the taskbar, and then click Task Manager.
Ctrl + Alt + Delete
Ctrl + Shift + Esc
Start | Run | taskmgr | OK
All of these open taskmgr.exe

Either the Task Manager is running or it isn't. The only way I've seen it
crippled is if the tabs are missing. (Running in "Let's screw with the
user" mode).

Turned off the Welcome Screen.
Ctrl + Alt + Delete brings up Windows Security, which has a button for Task
Manager.
The other methods of opening Task Manger still work.
I didn't see any other differences with Task Manager.
