Short cut Problem

I was removing some "unsed" programs today, and when I went back into
Windows I realized I had a problem: Whenever I try to open a site from a
shortcut Icon, it now pops up with an "Open With" popup. Each time I
designate for it to use Explorer but it doesn't matter. The next time the
same thing happens. What can I do to have it go straight to Explorer?

Did you check the box to: "Always use this program............", after
checking ??? Explorer?
