Shifting web text & images, from Design View to Preview

It seems that some of my web pages look good in Design View but shift in
Preview View. Is it best to nest everything to avoid this? By nesting I mean
putting a table into a cell that's already in a table. Is this the best way?
Any advice will be appreciated.

Also, in Design View my text in cells looks evently spaced, but in Preview
there is large white space between the cells. When I switch back to Design
view it appears that the cells couldn't be any closer together, but in
Preview there's lots of white psace, appearing like they're not together. Any
suggestions?

The site is not yet published. But if you can answer my questions about FP
design, It would be greatly appreciated.

How you layout a page is personal - do what works for you.
Many people will say place a fixed width table on the page, and place all
the content into the table.
Others will use Layers and CSS to do the same thing.
I do both.

Then there are "liquid" layouts, where the page is designed to move about
depending on browser width.

I am having the same problem with the white space between cells on the
published page but not in the design view. If i could get some assistance
with this it would be helpful. Thanks.

Not seeing any problems on the page you posted. Can you provide more detail of the exact issue?

THe words on the right in the small text size are in a cell that is butted up
next to the cell to the left with the tab buttons in it and it is giving a
space inbetween that when i publish it.

I would do the following to solve this problem

row 1, 100% width
row 2, 100% width
row 3, 20% left column and 80% right column
row 4, 100% width
row 5, 20% left column and 80% right column

Basically I always set the width values, otherwise you leave it up to the browser to determine.
