shell.dll error

How do I go about fixing a shell. dll error. I am
cleaning programs out and can not remove them because of
this error

Strt the System File Checker with the command
SFC /scannow
via Start > Run. If this does not solve the problem, reinstall one of
the applications on top of the existing files, then retry to deinstall
it.
