shdoclc.dll/navcancl.htm - problems with links in IE6

In Outlook Express 6, when I get HTML emails with links,
I click on the links and IE 6 opens to a blank page, but
does not load the site. I press the IE stop button and
get this message in IE address bar-
res://C:\WINDOWS\System32\shdoclc.dll/navcancl.htm

Don't know how to fix it, this function worked before.
Microsoft article on this re: toolbar edit as the cause,
does not help.
