Sharing ideas

Is there a way to share information and sort of brainstorm using MS Outlook?
What I'd to do is a blog type wherein I can post a topic for discussion and
the staff can put their ideas, suggestions, comment or put more information
into the thread.

Posts to Public Folders using Exchange server is ideal for this.
