Shares are prompting for credentials

We are running Windows 2003 as a domain controller. Until
I added the Dc role I was able to access the admin share.
Afterwards I can't. I get prompted for credentials, none
of which will allow me to access shared drives. What
gives??

At the risk of stating the obvious your client(s) aren't really
getting authenticated on the domain -- of the resource is not
in the domain (but it sounds like you have the resourec ON
a DC so that wouldn't apply.)

Is your client machine in the domain? Is your DNS setup
correctly (failure to authenticate is frequently a DNS problem)

DNS:
1) Dynamic for the zone which supports the AD
2) ALL clients must point their DNS properties at the DYNAMIC
DNS server set (#1) (NIC\IP properties)
3) "servers" are DNS CLIENTS too -- so this goes for the DC,
and even the DNS servers themselves)

If you change #1 or #3 then you must restart the NetLogon process
on the affected DC(s).
 
I have removed AD and the shares are reachable from ANY
domain client. Once AD secures the file structure I am
unable to access the shares.

You likely have a basic misunderstanding of domains and
accounts.

Presuming you are still using the same "accounts" with and
without the domain, the problem would likely be solved by
USING the DOMAIN and having users log onto DOMAIN
accounts rather than the workstation accounts you are
currently using.
