Sharepoint services are not installed?

After Installed FrontPage 2003. When trying to create a new web site to
test,
FrontPage complains that SharePoint Services are not installed. The same
combination works perfectly on another PC
 
Where are you trying to create the site
If not as a disc based web on your PC
- you need to install the FP SE in IIS to support local server based webs
