Shared Workbook updating sporadically

We have a workbook shared by several users that doesn't update its
values properly. There are several users that put in data into Sheet
#1, then Sheet #2 has links to sheet #1. There's also an access
database that exports data to both sheets. Now after everyone has
entered their data and the Access db has exported its data, I've
instructed them to open, save, and close sheet #1, then open Sheet #2
and you should have the current data.

The problem is they'll for some reason have to go through this multiple
times before the current data is displayed. And today, User A saw the
current data, but when user B opened the sheet and updated he saw the
previous day's data.

Any ideas what could be causing these irregularities? Is this normal
for Excel shared workbooks?
