Shared Borders Not Enabled

I am trying to create a new web site.
I have only created 2 pages and I have applied a theme.

The choice to Format->Shared Borders is not enabled. It is what I call
"grayed out".

How do I get this option to become enabled?

If using FP2003:
Tools->Page Options - Authoring Tab
Tick the boxes "Author time Web Components", "Navigation", and "Shared
Borders"
Consider using Dynamic Web Templates (DWT) instead of shred borders,
DWTs are far more flexible.
