Shared borders is greyed out so I can't add to navigation

I am trying to put link bars on my pages. When I view navigation it tells me
to format shared borders but they are greyed out. The only page on my
navigation view is my home page.
 
Make sure you have a FP Web / Site open (not just a page)
- if using FP 2003 set Tools Page Options Authoring to enable Shared borders
