Shared Borders and Navigation Bars Conflict

I have been trying to update this but everytime I do I
lose the shared border on the other pages. I inserted
the shared border on the main page. Then I have to
insert the navigation bars on the other pages. But when
I do this I lose the bars on either the main page or the
child pages. Any ideas?

Format menu/shared borders, select "all pages" also check "include navigation buttons".
 
On mine shared borders is under tools and the only
options I have are use web default or set for this page
only.

I believe it is FP97 or 98 and I can not post the URL
since it is for a company intranet.
