Shared border adds 2 body tags

When I turn my top shared border on it ads 2 body tags to the html and
therefore 3 headers show up on the page. I tested this several times
and this is really what is happening! Help!
 
Open the shared border file, under _borders and make sure it has a complete set of standard HTML
tags and no missing closing tags on tables/cells, etc.

All check the page that are using the shared borders.

For some reason I can no longer see my borders folder. I have hidden
and and operating filles on and I still do not see it. The folder is on
the server because I can see it from my server CP and the rights are
set to 755
 
With the site open in FP, go to Tools | Web / Site Settings, Advanced and enable viewing of hidden
directories.
