<body> tag duplicate

For some reason Frontpage adds a second <body> tag in the code of my
Frontpage. What happens is that the body of the webpage is duplicated. When I
create a page, I have to go to the code page and delete the duplicate <body>
tag to prevent that. If I open a previous page that has already been created,
I have to delete the extra <body> tag before saving. If I don't delete the
extra <body> tag it will duplicate each time I open it. If I open it for
editing four times, I will have 4 <body> tags and when it is published, I
will have four pages of the same thing and you won't be able to read it. I
have searched for a solution to this but haven't found one. Microsoft talks
about a duplicate <body> tag but states it ignores the second one but it
doesn't ignore it. It must be in the template in Frontpage but haven't
figured out how to fix this. Any ideas? Thanks for your help in advance.

Windows XP Professional SP2 with all updates (except for SP3 due to known
errors)
Office 2003 with all updates
Frontpage 2003 with all updates.
Pentium 4 home built
2 gigs of memory
two 75 gig raptors Raid striped.

FrontPage templates only affect a page once - when the page is created.
Dynamic Web Templates affect pages whenever the DWT is saved, but only
when the DWT is saved. Templates are not the cause of the problem.

Are you editing disc based webs or server based webs? There is a bug in
FP2002 extensions on server based webs where the extensions have not
been fully updated that causes this issue.

In addition to the basic FP2002 extensions package, the server should
have installed the updates at:

I had the same problem. Whaty I discovered was that there were three <body> tages in my bottom boarder page.
