Share level and 'NTFS' permissions

I have an external hard drive (firewire) that very occasionally gets used to
transport data to/from work/friends...

It is normally attached to my SBS2000 box at home with various shares and
permissions.
I made sure that 'everyone' has read access (NTFS) to most locations so it
works when my DC is not available to perform the authentication, like when
at a friends house, and likewise for the 'uploads' share but with full
access to everyone so we can copy new files to it...

When I connect it to my friends PC the shares are missing, I was expecting
that as it's handled by the OS not the file system (right?), but I was
expecting the shares to return when it reconnected to my SBS2000
box -doesn't happen!

Is this a config error on my part or a little 'feature-ette' of Win2k??

The shares are handled by the OS not the file system. In order for the
shares to be shared, the share's path must be available when the server
service starts. So either try rebooting your server after you have returned
your USB disk to it, or restart the Server service.
