I recently bought a Epson perfection 1660 on ebay.Bundled with it came
Arcsoft
Photo impression 4 which wont open;
says it can't find scanner ; needs sfttb32.dll; reinstalling will fix
the problem
Well, reinstalling doesn't fix the problem. Searching Arcsoft's website
finds no trace of sfttb32.dll, neither does Epson's.
Suggetions welcome.

It is very likely that Photo Impression 4 is bad.
You need to use a different photo editor.

For a simple photo editor download and install Irfanview and plug-ins. (free
for personal use).

Download and install the latest TWAIN driver software from Epson for the
1660:
