setup runs everytime it opens?

Due to another problem, I have reinstalled Outlook 2007. Now, everytime I
open Outlook, it appears that 'setup' has to re-intall some file(s). Why
doew this happen and how do I fix it?

Also, since the re-install, two updates for Outlook 2007 (KB952142 &
KB953463) continually download but will not successfully install. Can
someone tell me how to fix this problem?
 
Yes. I was logged on a the administrator. I re-installed from the original
install CD.
The whole story goes . . . Windows OneCare and auto-update failed to install
KB952142 and KB953463 due to an error defined as error code 0x80070057. This
is on a Dell Dimension 5510 running XP Pro. I came to the conclusion the
easy fix was simply to un-install Outlook 2007 using the Contol Panel Remove
Program function and reinstall using the original CD. THAT's when the
problem with the setup messages began. Outlook operates fine, except for the
fact upon opening it, I get the startup messages two times before it opens
and two times after the Outlook mail screen is displayed. The updates still
get the same error. The Microsoft Diags appear to have run 'clean'; no
errors displayed. I've setup to receive further updates, etc. Hope to find
a resolution. OH! and ALL OF THIS MESS originally seems to have started with
a JAVA install somehow. That's all I've been able to ascertain from the
individual who says they clicked on a recent JAVA update. Thanks, cdataman

Do you have restore points prior to the java install? If so, roll back then
do a detect and repair (office diagnostics).

I have a similar problem, but I started with a vanilla installation of Office
Pro Plus 2007 and Office 2007 SP1. When I start Outlook 2007 it starts the
email account config wizard. I complete it ok and it works ok. I can exit and
restart Outlook and it's ok; same for loggin of and back on. When I logon the
next day, the email config wizard starts up again. I tried pointing to a
previous PST and making it the default, but the email account gets wiped out
in the process. I've run Office Diagnostics - no problems. Is there a way to
force Outlook to open with a particular PST? This has been very frustrating.
