Setup question

I have windows XP Pro and I set myself up as the admin on one computer, I
want to add to users.
The first user I want to set up with restrictions I don't want this user to
have access to software that I've installed for myself or other users,and I
don't want this user to be able to change any functions on their profile. I
want this user to only have access to software that I installed on their
profile.
The second user that I want to add I don't want them to have admin access
but only able to change the desktop and start menu and be able to back up
their work.Also the same as the first user I don't want to share software
that I install for myself(i.e. video game software) I want the second user to
have access to Win office 2003, and I want this user as well to have access
to software that I installed on their profile.

Dear Jaleel Abdul-Jabbaar,

You can temporarily promote your restricted users to Admins to install
programs their logins. Then make them restricted users.
