Setup loop in safe mode

I tried to do a repair installation. The OS was in safe
mode. setup will not run in safe mode. nor will the OS
start so I can take it out of safe mode. so I am in a
loop that I cannot get out of. Any ideas?

I tried that and it does not work for me.

If I understand you correctly (and I may not since your original post
was unclear), you tried to do a repair installation of Windows and it
didn't work properly? Easiest thing to do then is format the drive and
reinstall Windows cleanly. You can then reinstall your programs and
restore data from your backups.
