After repeated unsuccessful win xp installations, we decided to stick with
WIN 98. However, each time the computer is powered on or restarts, it asks
to continue the xp install. We say no and it starts 98. Next time it is
back again. How do I make it stop?

The windows XP setup modifies the BOOT.INI file.

The file is normally Read only and Hidden and is located in the c:\ root folder.

You will need to open an explorer window and and change the view to allow the viewing of hidden files.

Make a copy of the file before you make any changes to it.

Then right click on the boot.ini file and clear the Read only box

This will allow you to edit the file with Notepad.

Once open in Notepad, you can delete the line which is calling the XP setup program each time you boot.

Save the file again and replace the Read only attribute.
