Settings problem (or whatever) is not solved

Here is the question I asked on the Windows XP newsgroup:

Starting very recently when I go to a message board and send a reply, then
click the continue button, then use my back arrow to read more messages, I
get: "Warning: Page has Expired. The page you requested was created using
information you submitted in a form. This page is no longer available. As
a security precaution, Internet Explorer does not automatically resubmit
your information for you."

I got two responses from the newsgroup. One from Carey Frisch telling me to
come to this newsgroup and one from Frank Saunders telling me to uncheck Do
not Save Encrypted Pages To Disk. But that was not checked so I didn't need
to uncheck it.

So is there something else I should do? I haven't changed any settings but
I have also just recently been getting other unusual messages, such as this
page cannot be displayed when I know it should, and I am all of a sudden
unable to use PayPal because it says my browser does not accept cookies.
Well, it accepted cookies just fine about 3 weeks ago when I made an on-line
purchase using PayPal. I think all of these things are somehow connected.
Any ideas what went wrong?

I fixed this problem by removing CookieCop from my system. If you have any
third-party cookie blockers or popup blockers, try removing them.
