The first computer needs two network adapters: one connected to the
cable modem, and one connected to the hub. If it only has one network
adapter, an easy solution is to buy and install a USB Ethernet adapter
for the cable modem and use the existing network adapter for the hub.
Configure the first computer as an Internet Connection Sharing host.
Configure the second computer as an Internet Connection Sharing
client. I've written a web site with full details:

The steps there will also set up everything for file and printer
sharing.
A completely different alternative is to replace the hub with a home
broadband router. Connect the cable modem to the router's WAN
(Internet) port, and connect both computers to the router's LAN ports.
Then, configure both computers as Internet Connection Sharing clients,
as shown in the site above.
