Setting up Meeting Requests on behalf of other people

We're having a bit of a problem in our company with PAs wanting to set up
internal meetings - they want to create the request in Outlook 2003, but not
be the chair or even attend the meeting. When everyone accepts, the meeting
appears in their calendar. They then have to go into their calendar and
delete the entry. The also appear on the list of attendees for everyone
else.

Is there a way for a PA to create a meeting request on behalf of someone
else (the request can still appear to come from them though), so they don't
appear as an attendee or have the entry in their calendar? We don't want the
PA to log in as the other person and set up requests this way as this will
give them full access to the person's email, etc.

You might look into having the meeting organizers set up the PAs as
Delegates.
