setting up a split database

I have 60 users in 8 different offices to use my database. (Until everyone
is slowly upgraded, some users have Access XP others Access 2003.) Each
office has its own local network. I have access to every local network but
all other users only have access to their own network. Do I need a backend
on each local network? If so, should I make changes on "my backend" then
copy it to each server? I have a very limit understanding of the split
database but from reading all the post here....it seems that is the best way
to go. I am very new to using Access so please be basic with your answers.

If every group is an isolated "island", how do you propose that they
"share"?

As soon as you make a copy of the back-end and give it to a different
office, what they do changes ONLY their copy. What you do changes only YOUR
copy.

Perhaps if you described a bit more about the underlying business need that
this application is supposed to satisfy...?
 
Thanks Jeff. We have 8 Districts and each act independently. Each Frontend
Database will contain only data for that District and should be shared among
all users in that District. Each user will update the tables (history ect.)
as they work an account. Several reports will be generated. All forms and
queries will be access thru a switchboard of controls I created. Every week
each District will import a text file which is created from our main network.
I personally have no controls over the main network, therefore I cannot use
that network to house the backend. My .mdb Database converts the text file
into the program each District will use. The information stored in the
database only needs to be shared within a District but I need the capabilty
to control changes necessary to the structure. Hopefully this gives you
enough information. Using Access is so new to me, I honestly am not sure if
this split will work or not. In the beginning I was considering using the
replica feature but the post here indicated the split was better.
