Setting Security of Mdb

I have tried lot of times to set the security of the mdb of Ms Access 2000
but failed. I tried the steps of the book I follow and the tips of the help
file but unable to set up the security. I go to a certain level and fail. I
need to create 1 Admin and 3 user and set different permissions to the user
and all permission to Admin.

I will try to mentioned my steps which I use to make mdb, please note and
advise me what mistake I am doing :


I searched Wkdgm.exe file and made Workgroup information file.
I opened my mdb and set the admin password and exit my database
Logged in as Admin and created 3 users.
Logged in one by one by each User name and set their password.
Logged in as Admin again and tried to set the permission. found the
permission got set. exit the database.
Then logged in as one of the user and found all permission are there, none
of them are getting all the persmission which I havent set also.

Please advise me what steps through should I proceed to do it.
what mistake I am doing above.
