Setting per-recipient email options

I am having a hell of a time trying to find out how to tell Outlook that a
particular contact only wants emails in Text not Rich Text format. I don't
want to convert to Text only for all emails but I want to set this as a
default for a particular contact. It seems that it can be done but I haven't
figured out how yet.

In fact, if I open the contact, then go to address book in the Toolbar, then
find the particular content and select properties a window appears with "Send
Options". When I click on that I get the following error "Per-recipient send
options could not be set. This recipient has no options specified." What the
hell?

Anyway, I would appreciate any advice.

While you have the contact open, double-click the underlined email address.
That's where you'll find the option you're looking for.
