setting dotm default to .doc

I would like word 2007 to default to open as a .doc file (instead of docx), I
would imagine that this involves changing the dotm file, although I cannot
figure out how to accomplish this.

The term "open" implies opening an existing file, and any existing file will
open in whatever format it was saved in. You can use Office button > Save As to
save a copy in any other supported format.

If you're referring to the blank empty document that appears when you just open
Word, it doesn't have any .docx or .doc format until you save it for the first
time. You can tell Word which format you want as the default -- that is, the
format it uses if you don't specify a different one. Go to Office button > Word
Options > Save, and change the top dropdown box in the dialog, "Save files in
this format".
