Setting Deny Delete via the command line

Hi Folks,

To protect a directory with Junction Points in it I want to set 'deny
delete' and 'deny Delete subfolders and files' for everyone, but for the life
of me I can't figure out how to do this via the command line. This MS
article says to protect the folder: http://support.microsoft.com/?kbid=205524
but it does not say how.

The junctions are to be created on our user's machines to help them do back
ups so I need some way to autmate this either via batch file or script file
or something.
