setting default printer preferences

Is there a tweak in the registry or another setting that I can use so
that by default my computer will print in black and white on draft
quality? Right now it always wants to print in color on regular
quality and that is costly in terms of ink.

Nope. This is a feature of the printer driver being installed.
 
What would it take to modify the default setting on the printer driver?

Control Panel -> Printers -> Right click on your printer, select
properties. If the printer driver allows, set it to print black only.

Start > Run: control printers > select the printer > Menu File > Printer
settings. If there is a "Paper/Quality" tab (or similar), select the BW
mode. If there is a "Draft" option available, this will save some ink in
addition.

That worked and I feel a bit dumb. I figured that since the settings
from within the program wouldn't hold that accessing it from the
control panel would be any better.

Correct. The default printer settings should be made that way since
printer settings from within programs (eg. MS Word) are temporarily.
