If you mean that you do not want the last user's name to be displayed, do
this:
Administrative Tools/Local Security Policy/ - expand Local Policies, click
on Security Settings. Enable 'Do not display last user name in logon
screen.'

Ok. What if I wanted to just clear out the last logon. Say, if I was working on someone's computer, and I didn't want them to lock me out the next time they signed on because they didn't realize that the user name had changed. Can't I clear this out by editing the registery so it will be blank once, but after that will remember their user name?
No. It will always be blank or it always won't be. If you want it as a
one-time thing, when you are done with thier machine log in with thier
account before you quit and then log back out.
You will have to configure the Local Computer Policy from
the MMC.
How to :
-->Run
-->Type MMC, hit ENTER
-->Click CONSOLE and select "Add/Remove Snap-in"
-->Scroll down to Local Computer Policy and click ADD.
Leave as default "Local Computer" and click finish
-->Click Close, then OK
-->Expand Local Computer Policy
-->Expand Windows Settings
-->Expand Security Settings
-->Expand Local Policies
-->Select Security Options. Scroll down and double
click "Do not display last user name in logon screen" and
ENABLE. Click OK
This should give you the results you are looking for.
