Setting a background picture

I am trying to set a background picture into a table. For
a reason I cannot figure out, the background picture box
is grayed out and not selectable. Can anyone help?
 
FrontPage wil disable features that don't meet your page compatibility
settings. Because the table background isn't supported in most Navigator 4
configurations, FP disables this. Change your Page Compatibility settings
through Tools | Page Options | Compatibility and selecting IE only or
custom.
