Set the Hot Keys (the underlines on the toolbar) to Display all the Time on W2K Server

Hello,

I'm sure I've looked over the answer a million times but I'm hoping
someone can point me in the right direction regarding a system
setting. Somehow, the hot keys only show up when the alt key is
pressed. I forget where the setting is located so that the underlines
for toolbar items (in the 'f' in File, the 'e' in Edit, the 'v' in
View, etc...) are always visible.
