Set Folder Permissions

Is there a policy that I can use to set permissions on specific folders for
users? For example I don't want the users to have any rights on the system,
but I need them to have full control over some specific application folders.

Computer Configuration\Windows Settings\Security Settings\File System

Allows an administrator to define access permissions (DACLs) and audit
settings (SACLs) for file system objects.

You can use variables like %windir% , %ProgramFiles% etc.
