i am not able to open atachments in windows mail as i receive a message

Files require a compatible application in order to open. Perhaps you don't
have an application installed capable of opening the file type attached to
the e-mail. Do you know the type of file you are being sent? If we know
the file type, we may be able to determine the application necessary to open
it.

If it is a file type associated with one of the Office Applications and you
don't have that version of Office installed, there are free viewers
available for download from the MS-Office website that can open office files
for viewing. Here's a link to the MSOffice download site, you need only
click the appropriate version and then find the appropriate application in
the page that opens and then click viewers in the new page that opens.

Try this: save the attachment, right-click on the attachment, choose "Open
With". From there you can choose the installed program to use to open your
attachment with. Naturally, To set the association permanently, make sure
there is a check mark in the box next to "Always use the selected program to
open this kind of file". I'm assuming that you already have the appropriate
program with which to open the attachment (i.e. you can't open an AutoCAD
file if you don't have AutoCAD...or an AutoCAD-compatible program
installed).
