Services reported not starting but Event Viewer completely empty

I am running an Exchange Server on Windows 2000 Server. Each time I have to reboot the machine, I get the typical message "At least one service failed to start. See Event Viewer for Details". However, when I examine the Event Viewer, there is nothing there. Not even any informational records. It is as if whatever logs make up the Event Viewer GUI have vanished
Has anyone dealt with anything like this before?

It may be a driver or it may also be this issue. The temporary fix; You
might try changing the file properties to "Overwrite as needed"

Then; Control Panel|Administrative Tools|Services|Event Log Service|General,
set the "Startup Type:" to "Disabled" restart the pc, then delete (or move)
the corrupt *.evt file(s) from %windir%\system32\config then set the Event
Log Service "Startup Type:" back to "Automatic", restart for effect.
