Services not starting

Hey, I'm hopin' somebody can help me out here. I made a change in the domain policy settings for user accounts with regards to password length. I shortened the minimum from 12 char. to 8. Now, my exchange services on the mail server will not start and I get the error stating that the MS Exchange System Attendant will not start due to the following error

So I checked the services running on the 2000 server. A few are not running so when I try starting them I get the same error with all which is

"Logon attempt with current password failed with the following error: Logon Failure: The user has not been granted the requested logon type at this computer.

Now, all those services fail to start even before I log on to the server right at startup. Any clues?

I would go to those services and check to see if they are
starting as "Local System Account" or "This Account." Do
that by right-clicking on the service and clicking
PROPERTIES. Then just go into the LOG-ON tab. If "This
Account" is checked, make sure that account has ADMIN
rights, change the password in A.D. for that account, and
enter that new password under "THIS ACCOUNT" as well. The
problem you are having could be happening because of a bad
password or NON-ADMIN rights.

I forgot to mention that on the 2000 server when I reset the password under the specific services they started

Under their properties they're both set for local account. I tried setting it to the "This account" and listing the admin account but that didn't work so I switched it back.
