Services file content being deleted by sp4

I am running W2K server. I attempted to install SP4 on it
this week. All seem to go well except the WINS service
would not start. I posted the problem and was told to
check my SERVICE file (WInnt\SYSTEM32\DRIVERS\ETC). The
file was blank. I restored the file and rebooted and all
was ok. The next day I reinstalled SP4 and Again, the
services file is EMPTY. What in SP4 can delete the
contents of this file?
 
There is an issue with Veritas software modifing this file
when the system state is backed up. There is a hotfix that
was applied. We will see if it resolves this issue..
