Services and Controller App problem.

My machine is installed with XP and the corresponding Service Pack2.
For the last 1 week, whenever the computer is booted - it displays a
message saying "Services and Controller App has encountered a problem
and needs to close. We are sorry for the inconvenience."

and then it has the buttons for "Dont send error report" and "Send
Error report". and when one clicks either of these buttons, the
00.01.00 (1 minute) countdown and the machine again restarts and again
the same message pops up.

I scanned for sasser virus, since the symptoms seemed to point to it..
but my machine is clean... and then I went to services.msc and changed
the Recovery settings for "RPC" to "Restart the service" instead of
"Restart the computer" and also changed it to "Take no action" for the
first failure option.

Any pointers if this one is a virus?
