ServicePack2 for Windows Xp absolutely required for VS2008 applications?

Hi all,
I know that Sp2 of Windows Xp is a requisite in order to execute
applications written with VS2008 targeting .Net 2 Sp1 on Windows Xp (as
stated in the download page of .Net 2 Sp1).
Also on download page of .Net 2 (the first version, without Sp1), there is
Sp2 of Windows Xp as a requisite, but .net applications compiled with VS2005
usually run without problems also in Windows Xp without Sp2.

Instead, trying to execute a VS2008 application (targeting .Net 2) in a
Windows Xp without Sp2 I get this error:
"This application has failed to start because the application configuration
is incorrect. Reinstalling the application may fix this problem."
After installing Sp2 of Windows Xp, the application runs correctly, as
expected.

I know that is correct to install Sp2 of Xp, but sometimes happen situations
in which customers can't install easily it on a pc with Xp, so is it
possibile to compile applications with VS2008 in order to avoid that error?
